The Executive Board (EB) of the International Olympic Committee (IOC)
discussed again today the dilemma the Olympic Movement is currently facing
after the breach of the Olympic Truce by the Russian government and the
government of Belarus through its support in this.

國際奧委會（IOC）執行委員會（EB）今天再次討論了俄羅斯政府和白俄羅斯政府通過其
支持違反奧林匹克休戰協議後奧林匹克運動目前面臨的困境。

The Olympic Movement is united in its mission to contribute to peace through
sport and to unite the world in peaceful competition beyond all political
disputes. The Olympic Games, the Paralympic Games, World Championships and
World Cups and many other sports events unite athletes of countries which are
in confrontation and sometimes even war.

奧林匹克運動在其使命中團結一致，通過體育促進和平，在超越所有政治爭端的和平競爭
中團結世界。奧運會、殘奧會、世錦賽和世界杯等許多體育賽事將處於對抗甚至戰爭狀態
的國家的運動員團結在一起。

At the same time, the Olympic Movement is united in its sense of fairness not
to punish athletes for the decisions of their government if they are not
actively participating in them. We are committed to fair competitions for
everybody without any discrimination.

同時，奧林匹克運動在其公平感上團結一致，如果運動員沒有積極參與，他們不會因為政
府的決定而懲罰他們。我們致力於為所有人公平競爭，沒有任何歧視。

The current war in Ukraine, however, puts the Olympic Movement in a dilemma.
While athletes from Russia and Belarus would be able to continue to
participate in sports events, many athletes from Ukraine are prevented from
doing so because of the attack on their country.

然而，烏克蘭目前的戰爭使奧林匹克運動陷入兩難境地。雖然來自俄羅斯和白俄羅斯的運
動員將能夠繼續參加體育賽事，但由於烏克蘭遭到襲擊，許多來自烏克蘭的運動員無法參
加。

This is a dilemma which cannot be solved. The IOC EB has therefore today
carefully considered the situation and, with a heavy heart, issued the
following resolution:

1.In order to protect the integrity of global sports competitions and for the
safety of all the participants, the IOC EB recommends that International
Sports Federations and sports event organisers not invite or allow the
participation of Russian and Belarusian athletes and officials in
international competitions.

為了保護全球體育比賽的完整性和所有參與者的安全，國際奧委會執委會建議國際體育聯
合會和體育賽事組織者不要邀請或允許俄羅斯和白俄羅斯的運動員和官員參加國際比賽。

2.Wherever this is not possible on short notice for organisational or legal
reasons, the IOC EB strongly urges International Sports Federations and
organisers of sports events worldwide to do everything in their power to
ensure that no athlete or sports official from Russia or Belarus be allowed
to take part under the name of Russia or Belarus. Russian or Belarusian
nationals, be it as individuals or teams, should be accepted only as neutral
athletes or neutral teams. No national symbols, colours, flags or anthems
should be displayed.

如果由於組織或法律原因在短時間內無法做到這一點，國際奧委會執委會強烈敦促國際體
育聯合會和世界各地體育賽事的組織者盡其所能，確保不允許來自俄羅斯或白俄羅斯的運
動員或體育官員參加部分以俄羅斯或白俄羅斯的名義。俄羅斯或白俄羅斯國民，無論是個
人還是團隊，都應僅作為中立運動員或中立團隊被接受。不得展示國家符號、顏色、旗幟
或國歌。

Wherever, in very extreme circumstances, even this is not possible on short
notice for organisational or legal reasons, the IOC EB leaves it to the
relevant organisation to find its own way to effectively address the dilemma
described above.

在非常極端的情況下，即使出於組織或法律原因，即使在短時間內不可能做到這一點，國
際奧委會執委會也會讓相關組織自行尋找有效解決上述困境的方法。

In this context, the IOC EB considered in particular the upcoming Paralympic
Winter Games Beijing 2022 and reiterated its full support for the
International Paralympic Committee (IPC) and the Games.

力支持國際殘奧委員會 (IPC) 和冬奧會。

3.The IOC EB maintains its urgent recommendation not to organise any sports
event in Russia or Belarus, issued on 25 February 2022.

國際奧委會執委會維持其於 2022 年 2 月 25 日發布的緊急建議，即不在俄羅斯或白俄
羅斯舉辦任何體育賽事。

4.The IOC EB has, based on the exceptional circumstances of the situation and
considering the extremely grave violation of the Olympic Truce and other
violations of the Olympic Charter by the Russian government in the past,
taken the ad hoc decision to withdraw the Olympic Order from all persons who
currently have an important function in the government of the Russian
Federation or other government-related high-ranking position, including the
following:

國際奧委會執委會根據形勢的特殊情況，考慮到俄羅斯政府過去極其嚴重地違反奧林匹克
休戰和其他違反奧林匹克憲章的行為，作出臨時決定，從所有國家撤回奧林匹克秩序。目
前在俄羅斯聯邦政府或其他與政府有關的高級職位中擔任重要職務的人員，包括：

5.The IOC EB welcomes and appreciates the many calls for peace by athletes,
sports officials and members of the worldwide Olympic Community. The IOC
admires and supports in particular the calls for peace by Russian athletes.

國際奧委會執委會歡迎並讚賞運動員、體育官員和全球奧林匹克社區成員多次呼籲和平。
國際奧委會特別欽佩和支持俄羅斯運動員的和平呼籲。

6.The IOC EB reaffirms its full solidarity with the Ukrainian Olympic
Community. They are in our hearts and thoughts. The IOC EB commits to
continue and strengthen its efforts for humanitarian assistance. Therefore,
the IOC EB has today established a solidarity fund. In this context, the IOC
expresses its gratitude to the National Olympic Committees (NOCs) and
International Sports Federations that are already supporting Ukrainian
athletes and their families.

國際奧委會執委會重申全力聲援烏克蘭奧林匹克共同體。它們在我們的心中和思想中。國
際奧委會執委會承諾繼續並加強其人道主義援助工作。因此，國際奧委會執委會今天設立
了一個團結基金。在此背景下，國際奧委會對已經在支持烏克蘭運動員及其家人的國家奧
委會（NOC）和國際體育聯合會表示感謝。

The IOC EB, assisted by the IOC Task Force, continues to closely monitor the
situation. It may adapt its recommendations and measures according to future
developments.

在國際奧委會工作組的協助下，國際奧委會執委會繼續密切關注局勢。它可能會根據未來
的發展調整其建議和措施。

Today’s IOC statement builds on the IOC statements made on 24 February 2022
and 25 February 2022.

今天的國際奧委會聲明以國際奧委會在2022 年 2 月24 日和 2022年2 月25 日的聲明為

The IOC reaffirms the call of the IOC President: “Give peace a chance.”

國際奧委會重申國際奧委會主席的呼籲：“給和平一個機會。”

國際奧會早在2月24日俄羅斯入侵烏克蘭當天就強烈譴責俄羅斯違反「奧林匹克停戰協議」
，2月25日再次發表聲明，建議國際各單項運動協會將賽事從俄羅斯、白俄羅斯取消或是移
地舉行。此消息一出，國際各單項運動協會紛紛發佈禁令、制裁，F1賽車立刻取消俄羅斯
站賽事，UEFA（歐洲足總）也把歐冠決賽從俄羅斯聖彼得堡移師至法國巴黎舉行，國際柔
道聯盟取消普丁榮譽主席頭銜，FIFA（國際足總）出手制裁俄羅斯禁辦世足資格賽，連國
旗、國歌都得「消失」。
