At the other end of the spectrum there is a minimum team salary, which is
defined as 75% of the salary cap. Any team that doesn't spend at least that
much is surcharged at the end of the season, and that money is given to the
players. In practice, most teams' salaries will be higher than the salary
cap amount.

所以，團隊薪資下限是薪資上限的75%，沒花到這個錢的球隊要把沒用完的quota
拿出來給球員平分，所以，幾乎所有球隊都會花到那麼多錢。
