或者聽主播球評說什麼就信什麼，找官方規則看不是比較快？

簡單翻譯，附上我的解讀。

Handling the ball
手球
Handling the ball involves a deliberate act of a player making contact with
the ball with his hand or arm. The referees must take the following into
consideration:
手球即球員蓄意使用手或手臂接觸球。裁判必須考慮以下因素：
‧ Movement of the hand towards the ball (not the ball towards the hand)
運動是手往求去，而非球往手去。
過關。球碰到頭後往手撞去。
‧ The distance between the opponent and the ball (unexpected ball)
球與球員的距離 (是否是意外)。
意即很遠的球飛過來還手球，那是故意，很近的球根本無法反應，那叫意外。
過關。球碰到頭後撞到手，無法反應。
‧ The position of the hand does not necessarily mean that there is an
infringement (holding it away from the body does not imply intent)
手的位置在哪並不代表就構成違例 (手張開離開身體不代表有意圖)
過關。這條就說即使你手張開也不代表意圖了。
‧ Touching the ball with an object held in the hand (clothing, shinguard,
etc.) counts as deliberately handling the ball
手裡拿著東西去碰球也算，譬如衣服，護脛，也算違例
‧ Hitting the ball with a thrown object (a boot, shinguard, etc.) counts as
deliberately handling the ball
丟東西出去砸球，譬如球鞋，護脛，也算
Disciplinary sanctions

There are circumstances when a caution for unsporting behaviour is required
when a player deliberately handles the ball, e.g. when a player:
某些狀況球員刻意手球時，例如
‧ deliberately handles the ball to prevent an opponent gaining possession
刻意手球以避免對方獲得球權
‧ attempts to score a goal by deliberately handling the ball
刻意手球以得分
A player is sent off, however, if he prevents a goal or an obvious goalscoring
opportunity by deliberately handling the ball. This punishment arises not from
the act of the player deliberately handling the ball but from the unacceptable
and unfair intervention that prevented a goal being scored.
則球員可被罰下場。但是當刻意手球來避免對方明顯得分機會時，
此懲罰不是因為手球行為犯規，而是因為不正當干涉對方得分。

The rulebook states that a player should be penalized (mostly by a free-kick
or penalty or a maximum of a yellow card) in the scenario where he/ she
deliberately handles the ball to ensure that the play is favourable for
his/her team – either to retain possession/ keep advantage or score a goal.
規則書提出，當球員利用手球來讓球隊取得優勢：
不管是獲得球權，或者得益，或者得分，則應該被判罰。
簡單講，起碼在我看來，
裁判必須列入考量的所有考量點，這球都是過關的。
而罰出場處分的基準，球隊是否得利，取得球權，是否干涉對方得分機會，
不好意思，這手球反而是標準豬隊友，送給對方一個助攻，成功製造對方射門機會
也沒有判罰的餘地。
規則寫出裁罰必須考量的要點，裁決權還是交給裁判。
只從規則來看，這球的判罰考量點都沒違例。
如果裁判要判定是犯規那也沒辦法，他有最終裁判權。
問題是他都判沒犯規了。
規則條文上沒犯規，裁判也判沒犯規。
